I can imagine quite a few drivers pause at the double signs and slow down. It's like a psychology trick. "Do I go 30? Do I go 20? I'd better go 10 just to be on the safe side."

Makes sense to me.. It says 30 ends 20 starts. Might have something to do with the word "Ends" under the 30. They have 60 begins or 80 begins here when the speed goes up..

Pavements. They're called pavements. And in the UK it's perfectly legal to park on them. Provided you're not blocking the pavement, it often makes more sense than blocking the road.

Just moving to Britain should be enough, but you'll still find the parallel parking useful. Parking on the pavement just shifts things over by a few feet. You still have to get into the space, but have to contend with climbing a kerb while you do it.
