Yes they are - Here's a bit more info about him.

Like most great artists and true charlatans, opinion is divided over the artistic validity of putting a dead cow in a box in an art gallery. One answer to the question "what is art?" though is that it is something that provokes a strong emotional response. Hirst has certainly done that in his career.
