Why didn't we think of that before? A "Secret Room Permit" would've definitely prevented that guy from secretly raping his daughter for 24 years.

Why didn't we think of that before? A "Secret Room Permit" would've definitely prevented that guy from secretly raping his daughter for 24 years.

Maybe we could go a step further and have a Secret Rape Permit.

Makes policing it a lot easier as you just arrest everyone who fills out an application.
