I thought of some applications -
Good:
- Better "milk carton" pictures of missing kids with age progression and weight loss.
- Animated pictures of missing kids and crime suspects for the news. Adding different hair length and beards (no... not on kids).
- Making an otherwise unrecognizable face in a security video, recognizable.
Bad:
- Making a totally false video of a public figure, doing, saying or wearing something scandalous or damaging.

I hope that a "fake" video would be easy to debunk by the authorities. Otherwise, we could be watching Osama Bin Laden videos for a long, long time.
