People started complaining to county code enforcement, calling the sign gross, lewd, vulgar, filthy, explicit, even pornographic.
They were fined because the sign had flashing lights.
Of course it's Florida. Where else?

the flashing lights on the sign is fined because it's a distraction to drivers. under that vein, wouldn't the naked woman in an "asking for it" pose also be a distraction to drivers? or is naked horny women too common place in florida to attract attention anymore?

In Collier country in Fla there are all sorts of rules about signs. Size, height, location and no neon lights including in store windows etc.
It's a great zoning rule. You drive down main streets here and it doesn't look like endless used car lots. After you live here a while and visit places like the Carolinas or Georgia all the signs and lights there really look trashy.
