Looking at the satellite photo of the intersection, from the description in the article he made a right turn onto the east/west road while heading southbound on the west side of the north/south road. I think the 'off road mixed-use path' is the sidewalk on the north/south road. The bicycle lane is the small area between the white line and the curb on the east/west road.
To make a right turn from the sidewalk to the bicycle lane would not require someone to cross a lane of traffic, he would have gone straight from the sidewalk to the bicycle lane. He was going with traffic, so the bus would have had to have hit him from behind, while he was in the bicycle lane, meaning that the bus was in the bicycle lane.]]>
