It's disgusting what people do to animals, yet they receive a slap on the wrist and a small fine in most states. Animal cruelty, abuse, neglect laws must be changed.

And as ieldanth said, most cruelty against animals when it comes to killing or mutilating is the stepping stone for a serial killer.
