Yeah, it's a sad fact of life that victims have to turn to the internet to get any sort of help. And Florida seems to be failing miserably (I'm sure it's not the only state, but it's mentioned specifically in the article) when it comes to rape.

Sometimes, though, it's really difficult to prove rape, and the D.A. has to go on a cost-benefit analysis. The taxpayers aren't going to be happy if the D.A. continues to bring cases to trial and can't prove them.

Sadly due to the nature of the crime and the severity of the possible sentencing, rape can often times be hard or even impossible to prove.

I wouldn't say it was a "cost-benefit analysis". More of the fact that often times there is little evidence that the act was not consensual.

Oh I'm not necessarily blaming the prosecutors (though Florida still has a "deep south" mentality when it comes to women (in general, not specifically).

Well as the article states:
"What you hear from every rape crisis center from Pensacola to Key West is that there are hardly ever any prosecutions," she said. "Most sexual violence is acquaintance rape, and unfortunately, a lot of juries still think that if a victim had a relationship with their attacker, then they cannot be raped by that person."
Obviously, the people who sit on juries, that's the average citizen, really aren't enlightened.

Present company excepted, of course.

Pretty sad stuff. You are right that rape cases are hard to prove and for a multitude of reasons. The whole issue is muddy at best. It's too bad and hopefully we'll make progress on it in the future.
