Idunno where exactly it's from, but one of my friends who knows a lot about comic books explained it like this: Batman (for some reason) gets the power ring for a day, and since it relies heavily on willpower and imagination, he kicks major ass with it, and he's awesome. However, he realizes that he's too powerful with it, so he gives it back.

There was actually an episode where Brain tried to take over the world without Pinky's help, and failed even worse than with him. There was also an episode where, for a brief moment, Pinky actually succeeded in taking over the world, and seeing that Brain was sad, because it was his dream, he relinquished his power.
