This is fear mongering, pure and simple.  The author completely neglects the fact that fee-based internet, like the cable tv model he references, would have to pay the web sites a fee, much as your local company pays a fee to HBO.  The cable company that doesn't want to pay for Plime would not carry it, but you can sure bet a competitor would.
