Yesterday I went from 16 to 17, back to 16 and then 17 again (obviously right on the edge between the 2 numbers, but still).
Any chance it could be a glitch?

I think it's normal also. The last time I changed, one minute it was the new number, next minute it was old number. After a day, it seemed to straighten out to the new number.
I don't think it has anything to do with downvotes, and I don't think anyone was downvoting you.

I would imagine if you're hovering right on the cusp of a higher level, the formula might round you up or down depending on the upvotes and downvotes.
