I realize my answer wasn't clear. We're linking to this thread from a number of places where a user is currently locked out of - places where new users can't get into for example (i.e. submitting news stories). Instead of just displaying a lock and what level they need to be at, they are also pointed to this thread to learn how to increase their levels.
