Where I live, the city has teamed up with one of the largest hospitals to create detailed walking maps and bicycling maps of the area, along with guided walking tours, and weekly biking excursions, plus information on how to take your bicycle on the public transportation. In addition to the maps, they are also sending out pedometers to anyone who requests the walking maps, and an extra gift of a tshirt, umbrella, or a bandana with the bike map printed on it.
All for free.
Oh yeah, and to stick with the healthy ways, the packets are being delivered by bicycle.
I am 15 miles from Lake Tahoe (Close enough to enjoy it, but far enough down to avoid a couple of dozen feet of snow in the winter.)
I am 20 miles from Carson City and 50 miles from Reno. Plenty of shopping for anything, entertainment, etc. within driving distance. But there are some good size MOUNTAINS between us to discourage the rif-raf from coming down here.
My town is small enough that when the kid down the road ran his daddy's pick-em-up truck into the neighbor's fence, every cop in the entire county showed up. They didn't have anything else to do.
I could go on, but I think you get the idea.
EDIT: I am on the NEVADA side of the lake, so taxes are pretty much nothing compared to similar spots in the peoples repulic of Californ-i-a.

I live in a small town where everyone knows me and pretty much all of my business. Which can get a little old, sometimes.
Like the time we spontaneously decided to invite some friends home from church one Sunday night for coffee and cake (we didn't tell anyone, and they didn't either). Next morning I went to the bank just as it opened and the teller asked me if we'd "kept Sonny and Rosie out late last night."
On the other hand, you get quite the personal touch when patronizing local businesses. I guess for every minus there is a plus.
To add: Wonderful local music scene.. private elementary school for 'hippies'.. small fine for possession of marijuana (not that I smoke, but it says a little about the town).. it was ranked the 5th best town in the country to raise a family.. the NY Times called it the "best town between Denver and Chicago".. blah blah blah.. =)
Edit: One bad thing about where I live is that it gave me the wrong impression of the world. When I go out of town, I'm absolutely shocked at how "backwards" everyone seems to be. I'm sure I'm a bit pretentious from growing up here, but meh, Lawrence rocks ;p
