Strange... Assuming these are true, I'm curious as to the circumstances that led to these very specific laws.

Many are unreal, some are unbelievable, some are downright unfair:

North Dakota: Beer and pretzels can’t be served at the same time in a bar or restaurant.

Texas: A law requires criminals to give their victims 24 hours notice, either orally or in writing, and to explain the nature of the crime to be committed.

Some of them sound like they were influenced by lobbyists who had business interests in mind: "In Denver, it is illegal to lend your vacuum cleaner to your next-door neighbor." Maybe some vacuum company got that one onto the books so more people would have to buy their own.

Some laws are usually in place to stop things from happening again so these things must've happened before.
