Why is anyone other than the police, prosecutor or government agency expected to pay to obtain evidence?
This is a bit of an aside but have you ever seen Terry Gilliam's Brazil?

This has nothing to do with doctors treatment or medical bills. Maybe they should start billing people for taking fingerprints etcetera, when they report their house was broken into. I wouldn't expect the police or government to automatically pay for any medical treatment or any other service that was a result of the crime against her but the victim shouldn't have to pay to obtain the evidence to convict her. The victim's compensation fund is there for such things and that's great but it shouldn't be needed to pay for the expenses of the prosecutor
