If there was a clear and present danger, this would make sense. Police do and should have the authority to order citizens to do or refrain from doing certain things as a matter of safety.

However just because someone slipped doesn't mean that using an escalator without holding on to the handrail is an immediate danger.

The woman should be refunded any money spent or loss as a result of her ticket as well as a written apology.

Breaking the law is breaking the law.

If a cop tells you to stop doing something and it's against the law, even if it's trivial, stop doing it. It's not going to cost you anything and it can save you a lot of hassle.
