If the dunes are part of his property, why can't he do whatever to his own part of land? If they want to protect the "delicate" dunes, then pay the homeowners to take them over.

If your neighbour owned one section of a levee would you support his decision to remove it because he owns it?

Dunes are natural storm levees, and by bulldozing "his" section he puts the entire neighbourhood in jeopardy.
