No, there's not any sort of qualification about it being accepted. It has to do with lying, knowing that you're lying, and telling someone other than the one you're lying about.

She told the entire world a statement she KNEW to be untrue that impugns the work ethic and abilities of the artist.

According to our local paper, the tattooist said he'd sue her for slander if she didn't fess up.

His lawyer is thinking about going after some media companies because of their single-sided reporting.
