Vladimir Putin, now prime minister, came up with the idea in 2006 when he was president after the Interior Ministry linked several gaming operations in Moscow to Georgian organized crime.
Then why not set wire taps? Why not send in informants?...

Right.

Because it has nothing to do with "Organized crime". He's KGB, he knows how to get information. I'm sure it has to do with large amounts of money going towards those that oppose him "Georgians".
