Yup, I can see a cemetery saying that wasn't acceptable.

The cemetery where Peter is buried won't allow the larger size porcelain plaques with his photo on his gravestone. They have to be no larger than 4 inches.

Also, they wipe clean anything on the grave site 4 times a year.
