I lived in the lower Hudson valley for 32 years and never heard of this paper.

I guess that's part of their problem.

While I don't agree with the practice, this really isn't as unusual as it sounds. I worked for a company that acquired another organization and part of that merger meant that some people would have to re-apply for their jobs. The difference being that they were (at least temporarily) employed at the time they had to interview.

Last place I was at tried this with some members of staff and it didn't wash.

This is not the way to treat people and they showed this by taking the redundancy payment and going to other companies.

That company doesn't, as such, exist any more.

There's a lesson there for anyone who cares to read it.
