When an FDNY haz-mat team arrived to start excavating the garbage, an army of cockroaches poured out into the second-floor hallway. The police were throwing up.


...Sometimes conditions were so bad that dead flies would accumulate on the hallway floor.
All Housing would do was come and sweep them up.

Though I do agree with you, I should point out that there is no such thing as a 'law abiding, rational tenant'...

We are all insane, in one way or another, and if we were not then it sure would be a boring world!
