Water mains are breaking at an alarming pace, flooding homes and businesses, creating great yawning sinkholes, destroying belongings.

A lost of these main breaks are happening in an area known for soil subsidence and liquifaction.

I think the breaks are due to the soil shifting and settling in response to micro or "slow" quakes. That, and the LADWP pipes are nearly 100 years old.
