The truth is given in the body of the story, but I guess the Telegraph needs to make up stuff in order to manipulate clicks.

A more accurate description:

A group of entrepreneurs who happen to be dwarfs have created China's newest tourist attraction. They have created an entire village full of dwarfs all dressed in fantasy clothing and with mushroom houses. You may snicker, you may even be appalled, but for the owners and employees it is their best chance at financial success.
