It kind of reminds me of the talks many had with their parents at the dinner table - "There are people starving in Africa and you can't even finish your dinner?" to which the response usually is "Well, if I could give my leftovers directly to those people in Africa you're talking about then I would." Well, turns out that with soap at least this is possible.

read about re using small soap bits in Femina (magazine) once. tried it too - kept a glass and broke old soap up. but it was not the same as using a new soap. maybe need to learn how to recycle small pieces of soap.

Next, bars will go into a high-temperature oven where they will melt and transform into a soapy, sterile, slurry. Kayongo said the mixture will go into molds to harden and emerge as large bars of soap.

I have a bag of soaps collected on hotel stays I will gladly send. Most are still in the wrapper (I use them for overnight guests). No intervention necessary.

This article lists the address to send your gently used soaps to. Mine will be going out soon.

Try keeping all your little soap scraps and putting them in the toe of some pantyhose, tie at the ankle and it will lather up just like a bar of soap would. Easy way to use up the soap once it gets to little.
