I'd say it's because old people play it more regularly. I don't know anyone under 50 who enters the lottery every time, but my grandparents and all their friends are pretty much fanatical about it.

Frankly, I'm pretty amazed. I had assumed that the lottery didn't just hand out prizes quickly. That at the very least it took a month or two to get the money (lump sum) or that you were paid monthly (stretching into years).

If it does take a month or two, and there is no reason why it shouldn't. Wouldn't the commission investigate a LITTLE as to whom is cashing out a million dollars?

I used to work for the local lottery...a lottery ticket is referred to a "bearer instrument." If you are in possession of it, you own it, and are entitled to it's reward. All lottery tickets have a place for the purchaser/owner to sign it. Very few people ever do that. More should, as this would prevent such occurrences.

Most Lotteries require that you take any ticket with winnings over $500 into the lottery office to cash. The person in the article was merely asking the store clerk for confirmation as to whether they had a winning ticket. The clerk told them no, it wasn't a winner, and pocketed the ticket. Which in and of itself is strange in that most lottery ticket machines play a song if there is a winning ticket. Clerk must not have scanned ticket???

Most states will do a check for any liens, especially federal or state, child support, that sort of thing.

So, yes, they do take time to check. They don't just hand the bearer a check if it exceeds a certain amount. The point is the article implies that there was some time between him cashing in the ticket and the original owner of the ticket realizing what had happened.
