The article never stated why the guy went on his rampage. But if Bingo is correct, then yes, barring a good reason (bounced check? Receiving stolen money?) then the criminal "should" get his money back. And then it should go to the family of his victims!

The scumbag should get nothing. He placed his order for the ice cream truck, and he wasn't being given one out of inventory - his "hostage" incurred a lot of expenses to build this truck for him. Restaurants don't let you change your order once the cook has begun working on your order (usually) because the ingredients cost them money and they can't be used later for someone else. Likewise, this craftsman can't expect to bear the cost of all the parts for an ice cream truck indefinitely just because the customer changes his mind after the work has begun. Would you tell the guy mowing your lawn that you've changed your mind about it when he's halfway done and expect him not to ask for any of his fee?

On top of all that, he decided to do things that have destroyed this mans ability to function in a self-supporting manner like he could before. If anything, everything the scumbag owns should be sold off to reimburse the man he has injured, and the family of the man he killed.
