Now the photo itself was a private matter. And if she took the photo in private, she can't really be blamed for anything.

There are probably rules of conduct they are required to adhere to when in uniform, even in private and off-duty. Taking a picture exposing yourself while wearing the uniform might violate that.

Not that I think she should get in trouble for this. Her boyfriend on the other hand...

I agree with Jax. There are certain rules you have to follow and certain obligations you have when wearing the uniform. Whatever you do while wearing it is representative of the force. If that's something bad or unacceptable, you should be held accountable. The moment the photo included the uniform, it was not longer a private matter...
