Canadian mail service suspends delivery due to "Dog Poo Hazard"

This doesn't even make sense to me. The amount of "mess" would have to pretty much solid, at which point no one would be able the walk on the sidewalk, get to houses, etc. But people obviously can move about. While the poo should be cleaned up, the post office is taking this too far.
