At first I thought it was another Hollywood-generated, over-the-top movie sequence.

Then I thought it could be a burst water main, but that would be unlikely to have huge manhole-style lids.

My guess is a stormwater drain that is just overloaded or blocked lower down.

Can you believe some of thsoe drivers who just continue ramming their vehicles through all that water, when visibility must have been pretty close to zero?

What's probably happening is there is an underground river or something that is flooding because of heavy rains. That happens (or happened at least to a degree, I hear) in Worcester, MA with the Blackstone Canal. Water comes up from the manhole covers and floods the roads very badly.
