Partial Birth Abortion is pretty horrific (and a common practice in China to 'deal' with baby girls), and I really don't think this ban is a bad thing (though there's always exceptions; excluding them is a bad thing).
As the article says, this won't affect the majority of women seeking abortion, so I don't have a problem with this law.

The sanctity of life?? Allowing a mother to die from sepsis as the dead baby rots inside her because a PBA is not allowed...

I was just thinking of this today, and wondering if a woman waiting for her stillborn baby to be born would be able to get this done... guess not. Her mental health isn't any more important than the rest of her life. PBA's aren't done until late term, right? And they were mostly performed for medical reasons.

I only have a problem when women use abortion as their sole form of birth control - the oops method. I also have a problem with pharmacists who refuse to give prescribed medications such as the 'day after pill' to patients because of their religious views. They don't know the whys and wherefores, teh heartache of ANY abortion or loss of child for most women, or how the baby was conceived. Would they refuse to give diabetes meds toa fat person because it was that person's 'fault' that they had the disease?

No exception rule makes this a bad move.

It's a blow to human rights and women's rights in the US. One step towards US being more like Taliban ruled Afghanistan.

Removing stillborn babies wouldn't fall under PBA anyway as the baby has already aborted. The normal procedure for babies that have died inside is usually nothing anyway. The body would normally naturally induce labour anyway. The thought of going through labour for a dead baby just seems so wrong on so many levels.

I just re-read the article, and a little more closely:
The Republican-controlled Congress responded in 2003 by passing a federal law that asserted the procedure is gruesome, inhumane and never medically necessary to preserve a woman's health. That statement was designed to overcome the health exception to restrictions that the court has demanded in abortion cases.
Who was hired for the research behind this statement? Bubba?

I agree with you that partial birth abortions are horrific, but this ruling does not bode well for Roe vs. Wade.

With this ban passed, it will now be far easier for conservative groups to pursue the issue until all abortion is banned.
