I've lived in the Netherlands for a couple of years, and I can tell you, as strange as this sort of thing sounds, it's just an example of how the over-organized and super-sensitive society tries to work.
(Interesting to see a slightly harder line proposed by the labour party (PvdA) alderman there, not typical for that party.)

I concur with rambler. This country does some crazy things and has some crazy ideas. This does not surprise me at all.

I could fill a whole category on plime with crazy things this country decides to do...

At least the kids are not really missing out on something important. It's not like pigs are the closest animals to us genetically and would be interesting to educate people about or anything.
