I think all of Oregon, or at least Portland, already does this. Even snacks and bag lunches from home are subject to scrutiny - if the food isn't considered healthy enough, the kid gets a talking to, and the parents are called.

Kids eating the school lunch also get unlimited access to a fruit/vegetable bar, but can only get one serving of meat and bread.
