That doesn't look or sound like an electric fence and the goat doesn't get a shock when his chin touches it - so it's probably not an electric fence.
2. If it is an electric fence the goat obviously likes it or it wouldn't keep doing it, so it's not "stupid", general rule of thumb is that people that use words like stupid usually are.
