In fact it IS generally understood why gravity differs over the surface of the earth. Two major contributors:
1. Distance from the centre of the earth. The higher you are, the futher you are away, and so gravity is (somewhat) less.
2. Density of the rocks below your feet. The more dense the material below you, the higher gravity would be.
