Sorry, I am way to familiar with the mortgage business. The people who made the loans are 99% of the time at least equally at fault, the majority of the time, they are more at fault.

They know what is happening.

Also, anyone that is so stupid as to sign up for a variable rate or similar type of mortgages while rates are at an all-time low deserve anything that happens to them.
