An actor basing his performance on a real killer is smart acting, but it doesn't make Lecter real. The character is an amalgam of many different killers who Tom Harris heard about when doing research for his books. I suppose someone like him is remotely possible, but no profiler would put money down on it.

Leatherface is equally based on a real person:

In other words, neither is real. Both are the only fictional mortals on the list, though, so I suppose that makes them "more real" than the others.

Heck, the evil queen in "Snow White" was scarier than anyone on that list.
