Obviously I'm not expecting a complete how to, but I'd like to know a little bit more about how he did it.

I'd assume that the filler cap for the underground tanks would have some sort of lock on it - maybe this is a wrong assumption.

I'd also assume that there would be some degree of fiddling about getting the pump into the tank and I'm wondering how that wasn't noticed. The article says he was tinkering under the hood.
