The regulation in case of loss of communication on an IFR flight (this with Fligh Plan filled) is to set the squawk to 7600 (if it still works) and maintain height and speed for 20 minutes before resuming the flight as described on the flight plan or go to the nearest suitable uncontrolled airport. This to allow the controller to realize what's happening and move all other traffics out of the way.

Maybe they just followed the rules.
