Police say they would love to arrest the woman's brother under a new state law that bans human trafficking, but lawyers at the attorney general's office say police can't because the law doesn't go into effect until July 1.
BULL s**t.

being so damn close to the mexican border, why the hell don't they have a human trafficking law already?? hell, why doesn't any/all states already have this law?

Doesn't seem like a bad trade to me. Though instead of heroin, I'd ask for double-stuff oreos or mint chocolate chip iced cream.

Human trafficking already falls under laws like kidnapping/abuse etc. It's not necessary to have a specific law to counteract one type of crime, usually general laws will suffice. Harsher punishments for something like slaving can be an effective tool in eradicating it if it becomes a major issue however.
