What exactly is the definition of "first" animal? Maybe it's a nit-pick question, but are they saying the comb jelly just popped into existence, lacking any less complex ancestor? Is it possible to draw that line at all?

That's not exactly what they're saying. All that they mean is that it was the first animal to diverge from the rest of the animals genetically. It definitely wasn't a comb jelly when that happened, I don't think.

Interesting. I'm gong to have to buy the journal and read the article before I'll comment on it.

I often find that news sites distort the science paper a bit, usuallly to make it more sensational, because science can be boring.
