That's not what I got out of it:

The Navy believes the series carries a new, more enlightened, message to America: That it is strong enough to be open and even tolerate public dissension in the ranks; that when bad things occur, they'll be dealt with firmly and fairly (the racist was kicked out of the Navy; the crew member who had sex with a junior-ranking shipmate has his promising career ruined); that no matter what their personal beliefs, when the time comes Navy personnel will perform their duty.
You might call it making the best of a bad situation, but if you ask me this is what they were going for from the start. I think their idea is that a transparent and honest view of the armed forces is an effective way to attract today's skeptical youth. They probably also want broaden their recruitment base by showing that the navy tolerates a cross-section of personalities and opinions.

It would be nice to think that our military has in fact become more enlightened.

My bet is that this is the last documentary that the military approves of that doesn't come with the right to edit.

I believe some of the comments and scenes are a bit TOO transparent for the military mind.
