I would have waited and sent the discharge papers. My other thought would be, isn't there patient loading and unloading at most hospitals right by the ER? If there is, then why the ticket? If there isn't, there should be. A woman in labor doesn't want to be alone, even if it to park the car legally. They should let it go.

She shouldn't have payed the first one, the second one might have been legit though.

Over here in Belgium, if you pay a fine, that means you agree with everything on the ticket. Even if afterwards the police agree that they were mistaken in issueing the ticket. I know this didn't happen in Belgium, but I think it's common sense that if you don't agree with a fine, you fight it, not pay it.

I don't know enough about the second ticket though. I know that labour can last a long time. So why didn't the husband move the car? Apparently he had time to go back to it as he saw the first ticket. Moving the car would've been the smart thing to do.
