He should move to Oregon where, although I have yet to see anyone do it, it's perfectly legal for even women to walk around topless, as long as it's not done for sexual gratification, or to try to sell... something. I believe the law also extends to complete nudity.

I've only seen one publicly naked guy since moving here, but nobody said anything to him, and he went on his merry way.
