I agree, the Joker is #1. Always has been. Crazy is always scary and he is the craziest, by far.

The Penguin is the most replusive, of most villians anywhere. I couldn't even watch that movie, he actually made me sick to my stomach.

Among the list for worst villians, I agreeed with Mr. Freeze being one the worst. Honestly, I could not believe I paid money to see that movie.

Poison Ivy could have been cool, but the script was too campy for any emerging character to survive.
