Sounds like a waste of taxpayer money (I'm paying the cops salary even if Fox pays for the props), waste of police officers time (a whole fake film crew of paid cops to arrest one person?), unecessary risk to the officers (just wait until one gets shot during filming), and "cruel and unsual punishment" for the alleged criminal.

They'll no doubt offer BS perks to the ones that cooporate and release the video for use and threaten the ones who don't with "harder time".
