They have to come up with an actual plan on how to use the money before they get it and present that plan under oath to Congress. I don't think Congress would approve of a plan that sends all the money out of the country, but can't be sure about that any more...

Oh, and I think Congress told them they have to come back via Greyhound this time.

You would think they'd drive, what better ad (or worse??) for their vehicles.

Now if Congress would only insist on a plan for the banks that are getting billions. Because for sure gobs of that money is leaving the country.
