Look at the wall during the bus crash. It shows a good view of something - like a fence or gate. I wonder if there is another tunnel on the other side of the fence/gate and the second truck came through there due to an accident on the other side.

Water drips through all year, but it only really becomes a problem when the temperature in the tunnel gets low enough to make ice.
Ooh, you should be so grateful you don't actually live in Moscow (as I do). I'll just say that this isn't the limit by far. As a matter of fact, for Russian drivers the sky isn't often the limit.
