Every president must walk a rhetorical tightrope when talking about the economy, a lesson Mr. Bush learned quickly, being bashed just after taking office for delivering somber news. The United States was just entering a mild recession - it had been in one, it turns out, for about nine months - and the new president said so.

The NBER's Business Cycle Dating Committee has determined that a peak in business activity occurred in the U.S. economy in March 2001. A peak marks the end of an expansion and the beginning of a recession.
Bush was trying to sell a tax cut in the campaign, and after the election was over, he started talking about the economy tanking as the chief rationale for it. Sure enough, four months later, it reached the peak and started down.

Meanwhile, we're already 13 months into the current recession, and here's what the recovery looks like so far:
