The teenagers could face animal cruelty charges, which is a state felony punishable by 180 days to two years in prison.
I think we should instead tie them to a truck and let pitbulls loose on them.

There is no excuse for this cruelty.

Agreed, and if the pitbulls have been raised to do things like this they will probably have to be destroyed as well. The owners are the real animals.
